New natural catastrophe insurance requirement in Italy

After multiple postponements, the Italian Government has published the new natural catastrophe (NatCat) operating decree on 28 February 2025. The Decree, which became effective on 31 March 2025, mandates that companies must purchase insurance policies that cover damage from natural catastrophes.

All companies based in Italy, including multinationals with assets in Italy, are in scope for the new legislation — excluding agricultural businesses. Buildings, equipment, and land must have coverage for natural disasters, such as flooding, earthquakes, and landslides.

Non-compliance with the Decree will invoke sanctions and companies may face loss of access to governmental financial incentives and grants.

MAG launches new risk management tool for the healthcare sector

The MAG Group, through its public and private healthcare team, has developed Hospital Risk Predictor — an actuarial probabilistic model to help healthcare facilities manage their risks.

Through the use of algorithms, the results of clinical risk assessments are transformed from qualitative to qualitative-quantitative — allowing a precise estimate of potential damages and a more effective allocation of financial resources in risk funds.

This innovative model was developed by MAG colleagues, Roberto Esitini, Mauro Zappaterreno, and Federica Calzolari. It has been subjected to the patenting process, and a trademark was registered with the Italian Patent and Trademark Office on 1 July 2024.

The main innovation of this model is that self-insured public or private health facilities are now offered data for developing risk funds that is no longer solely based on claims statistics.

Hospital Risk Predictor is the first patented MAG model that will allow users to define not a deterministic number, but a multivariate distribution of claims. This can help to establish:

  • The temporal development of claims (from the occurrence of the claim to the claim for damages, and its settlement), and the financial risk it generates, for up to 10 years.
  • The amount of annual provisions to be allocated to risk funds, for structures in total or partial self-insurance, or for insurance coverage with self-insured retention (SIR).
  • The Total Cost of Risk to help formulate personalised insurance proposals from the point of view of deductibles/SIR, Ceilings, and/or with verticalised partial self-insurance models.
